Swedish monopoly Svenska Spel is under the threat

At the moment Svenska Spel has the gambling monopoly. According to Stockholm News the commission has recommended to dismiss monopoly, at least, partially.
Existence of monopoly contradicts European laws consisting free and open movement of the goods and services on the territory of European Union. On the given question Sweden has already repeatedly received preventions. Monopoly Svenska Spel repeatedly opposed advertising other game operators in territory of the country and against offers of the European operators, wishing to deliver the services to Sweden.
Contradictions have arisen concerning three basic items:
1. Sports rates - the only area, in which it is offered to remove monopoly.
2. Rates of bookmaking services.
3. Instead of opening the Swedish market Sweden government tries to strengthen protection of the monopoly by blocking IP-addresses and sending payments abroad.
At press conference in Stockholm 4 largest game operators - Expekt, Unibet, Betsson and Ladbrokes -have expressed with criticism in occasion of the decision of the Swedish commission.
